The forming of a sister city association is the meeting of two municipalities or cities whose wish is to declare their commitment to act in a spirit of togetherness and to develop stronger links of friendship. In the case of Boston and Strasbourg, both cities created associations capable of organizing all activities regarding the twinning. Thus, in 1983, Boston created the Boston-Strasbourg Sister City Association (BSSCA). Under the chairmanship of Ann Collier, this association carried out quite remarkable work. It is currently presided over by Mary-Louise Burke.  In Strasbourg, the 30th anniversary of the twinning proved to be an ideal opportunity to set up activities that involved the forging of very diverse partnerships: a photographic competition, university exchanges, cultural projects, etc.  Mary Louise Burke can be contacted at mlburke2@verizon.net

In light of the contacts that were strengthened during the preparations for the Charles Munch centenary celebrations, it became apparent that it would be much easier to facilitate activities if the BSSCA had a counterpart in Strasbourg. Therefore in March of 1991, during the deliberations of City Council it was clarified that "The Alsace-United States Association accepted to take upon this role by creating a Strasbourg-Boston Committee within it". This committee (presided over by Francis Hirn), became Strasbourg-Boston Association under the chairmanship of Dominique Pradeau-Prisot. The Strasbourg-Boston Association meets about every month, with the participation of City Council representatives. Its task is to promote and develop all forms of exchange between the two cities. It helps and advises project initiators as well as develops and finalizes programs through contacts and logistical support.
